The Florida HIE: Founded in 2011, the Florida HIE facilitates the secure statewide exchange of health information between health care facilities, practitioners, and payers. The Florida Agency for Health Care Administration (AHCA) governs the Florida HIE by establishing policy, convening stakeholders, providing oversight, engaging Federal partners, and promoting the benefits of health information technology. CRISP Shared Services contributes innovative technology, strategic insight, and manages the day-to-day operations of the Florida HIE’s services.
Agency for Health Care Administration (AHCA)
AHCA was statutorily created by Chapter 20, Florida Statutes as the chief health policy and planning entity for the state. AHCA is primarily responsible for the state’s estimated $35 billion Medicaid program, the licensure of the state’s more than 50,500 health care facilities and the sharing of health care data through the Florida Center for Health Information and Policy Analysis.
CRISP Shared Services
CRISP Shared Services (CSS) is a nonprofit providing localized health data infrastructure and exchange services nationwide. CSS partners with states and healthcare organizations to create modern, secure solutions that enhance care, streamline coordination, and advance public health while ensuring partners retain full governance and control of their data.
The Florida HIE’s mission is centered on advancing “better healthcare for all Floridians” by connecting our state’s diverse communities from the Panhandle to the Keys, through secure healthcare information exchange. By linking physical and behavioral health data across care settings and facilities, the Florida HIE seeks to enable seamless care coordination and reduced provider burden ensuring every Floridian receives informed, patient-centric care.
The vision of the Florida HIE is a connected Floridian healthcare system, where providers have access to a centralized source of longitudinal health data, where patients never have to repeat their health story during visits, and where every Floridian receives seamless coordinated care regardless of geography or background.
The Florida HIE was established to facilitate a secure and reliable method for the exchange of healthcare data among healthcare providers and organizations throughout the state. This effort began in 2004 when funding was provided to create a system for health information connectivity. This continued until 2009 when the American Recovery and Reinvestment Act (2009) provided the necessary funding to expand the initial efforts in health data connectivity. The official founding of the Florida HIE came in 2011 and has continued to grow and enhance healthcare information connectivity since. In 2025, the Florida HIE announced its partnership with CRISP Shared Services (CSS) to bring innovative technology to further enhance data connectivity.
Florida legislation designates the Agency for Health Care Administration (AHCA) as the state entity responsible for overseeing the exchange of electronic health records, establishing the policy and governance framework for statewide health information exchange.
The Florida Health Information Exchange (Florida HIE) is formally launched, laying the groundwork for statewide interoperability services and data-sharing infrastructure.
The Florida HIE offers its first operational service to healthcare providers, marking the beginning of active clinical information exchange across the state.
The Florida HIE transitions to CRISP Shared Services as its new technology vendor, initiating the modernization and enhancement of statewide HIE services to support expanded interoperability, analytics, and care coordination solutions.

Michael Van Popering is the Executive Director of the Florida Health Information Exchange (Florida HIE). He oversees efforts to expand interoperability services, strengthen data-sharing infrastructure, and support healthcare organizations in delivering more coordinated, patient-centered care. For Florida, he is supporting the transition of the Florida HIE into CRISP Shared Services. Prior to Florida HIE, he served as a Senior Consultant at Public Consulting Group (PCG). His earlier career includes roles at Cerner and Devoted Health, where he advanced electronic health record (EHR) implementation and health plan integration with HIEs. With deep expertise in EHR systems, interoperability standards, and health IT governance, he is dedicated to building sustainable data ecosystems that improve healthcare outcomes nationwide.
Executive Director, Florida HIE

Alexandra Mookerjee is the Director of Engagement Strategy for the Florida Health Information Exchange at CRISP Shared Services, leading statewide efforts to strengthen stakeholder relationships and advance interoperability. With background spanning hospital operations, patient access leadership, and affordable housing management, Alex brings a multidisciplinary approach to strategy and systems improvement. She has held key roles at Suburban Hospital, Johns Hopkins Medicine, Tampa General Hospital, and Westminster Communities of Florida, overseeing large teams and complex operational portfolios. Known for people-centered leadership and a focus on mission-driven progress, Alex works to accelerate healthcare transformation.
Engagement Director, Florida HIE

Pamela King leads Florida’s Health Information Exchange at the Agency for Health Care Administration (AHCA)—where she turns alphabet soup (HIE, EHR, APIs) into plain-English progress for providers and patients. With 30+ years in health care administration and health information exchange, she’s a strategist who makes technology adoption feel less like a mandate and more like momentum. As Manager for Florida’s Health Information Exchange, Pam oversees programs within the Florida Center for Health Information and Transparency—making sure the right data gets to the right hands at the right time (and with the right guardrails).
Before AHCA, she served in multiple executive roles at the Florida Department of Health—from Chief of the Bureau of Management Services to Executive Director for boards spanning Osteopathic Medicine, Massage Therapy, Speech-Language Pathology & Audiology, Acupuncture, and the Council of Licensed Midwifery—and as Program Administrator for the Board of Medicine. Translation: Pam has navigated more committees, stakeholders, and acronyms than most people see in a lifetime—and she still loves it. When the goal is less red tape and more interoperability, Pam is the one drawing the map.
MBA, CPM, PMP – Manager, HIE & Policy Analysis

Milly Hardin is the Operations Coordinator for the Florida Health Information Exchange (Florida HIE) at the Agency for Health Care Administration (AHCA). She has 8 years of experience at AHCA working in health information exchange and meaningful use of health information technology with expertise in project development, contract management, and stakeholder engagement. Milly has also written, implemented, and served as administrator for workforce development grants focused on providing training and assistance to populations recovering from substance use disorder. She has been a dedicated state employee for over 10 years and is driven to continue serving the citizens of Florida.
HIE Operations Coordinator, FCCM

Jamie Harley has served as the Outreach Coordinator for the Florida HIE since 2024. In this role, she is responsible for identifying and conducting educational opportunities and sessions, development of educational material explaining Health IT programs and various innovative approaches, working with community partners on Health IT and its impact, and working directly with healthcare providers. Jamie has 18+ years of experience working with individuals through her previous sales career.
HIE Outreach Coordinator

Florida Statute 408.05 establishes the Florida Center for Health Information and Transparency under the governance of the Agency for Health Care Administration (AHCA) and with the support of the State Consumer Health Information and Policy Council as well as the Health Information Exchange Coordinating Committee.
AHCA works to ensure the safety, privacy and ownership of data for all Floridians is protected as well as balancing the growth of the HIE to provide a powerful engine for stronger and more efficient patient care.
The State Consumer Health Information and Policy Advisory Council (Advisory Council) was statutorily established and assigned to the Florida Center. Its mission is to provide insight and expertise to the Agency regarding the publication and dissemination of health-related data and statistics. With goals that include identifying, standardizing, and sharing health-related data across federal, state, local, and private stakeholders.
The Health Information Exchange Coordinating Committee (HIECC) provides guidance to the Agency as it develops and implements specific programs for the creation of a statewide health information exchange network, the adoption of electronic medical record systems, and ensuring the privacy and security of health information.
